Community Service Announcement

ATTENTION HOLMES HARBOR ESTATES MEMBERS: On April 16th, the Holmes Harbor Water Company looked at bids to do our repiping project. Our engineering consultants reviewed each bid and qualifications of the bidders. On their recommendation, we have accepted the low bidder, C Johnson Construction, to do the repiping of HHE. Over the next month contracts will be signed and we will determine the date construction will begin, likely early in June. We will keep the membership informed via this website and on sandwich boards at entrances to the community.

UPDATE # 8 – Week of August 12-17

All of the new distribution pipe has now been installed! The pipe above Van Dee has been pressure tested and tested for water quality. Many residents north of Van Dee are already on the new system.

The new water line from Van Dee and Harbor Estates Rd down to Shoreline is in and full of water. During the week of August 12, C Johnson Construction will pressure test the water line below Van Dee and sample for water quality testing. Then both crews will work on hooking up services to the new water line. There will be brief interruptions to water service as each home is switched over to the new system.

UPDATE # 7 – Week of July 29th

Johnson Construction crew #1 will finish installing new water line on Farmington and work their way to Shoreline. Crew #2 will complete the water line on Buena Vista, then possibly work on hooking up new water services.

Water line replacement is running ahead of schedule, with very few problems. Both Heritage Bank and the USDA have been very supportive and given us fast turn-around on fund requests so we can pay contractors quickly.

Some residents have experienced brief loss of water or reduction in water pressure. The crews have needed to fix several of our old pipes during construction. This requires closing a valve that could serve a number of homes and unfortunately has to be done immediately so there’s no time to notify residents. We apologize for the inconvenience and THANK YOU FOR YOUR PATIENCE while the new pipe is installed!

PLEASE MAKE SURE YOUR VEHICLES, TRAILERS AND OTHER OBSTACLES ARE REMOVED
FROM THE RIGHT OF WAY DURING CONSTRUCTION IN YOUR AREA.

UPDATE # 6 – Week of July 22, 2019

Construction Update for Week of July 22

The C. Johnson Construction crew #1 will be installing new water main on Nettle, Farmington, Buena Vista, and the lower end of Harbor Estates Rd this week.

Crew #2 will be filling, testing, flushing, and health sampling the new water main from the Harbor Estates Rd and Van Dee intersection up the hill to the pump house.

UPDATE #5 July 17, 2019

C. Johnson Construction will be working on the “cut-and-cover” installation
of pipe across Van Dee and Nettle this week. These will require blocking
traffic temporarily to excavate across the roads, install pipe, and fill the
trench. This crew will also be finishing pipe installation on Van Dee and
moving to Hawk Lane and Nettle.

The second crew will begin work on fire hydrants and then testing the new
pipe at the upper end of the community.

PLEASE MAKE SURE YOUR VEHICLES, TRAILERS AND OTHER OBSTACLES ARE REMOVED
FROM THE RIGHT OF WAY DURING CONSTRUCTION IN YOUR AREA.

UPDATE #4 July 3rd, 2019

Construction Update for week of July 8

During the week of July 8, C Johnson Construction will be installing pipe along Spring and Van Dee, and continue installation along Harbor Estates Rd as far as Nettle.

All road bores are completed. At two locations – on Van Dee and Nettle near Harbor Estates Rd – Island County Public Works has approved cutting the pavement and trenching to lay the pipe conduit instead of boring under the road. CJC could start this process as early as next week.

PLEASE BE SURE TO KEEP THE RIGHT-OF-WAY CLEAR DURING CONSTRUCTION ON YOUR STREET!

UPDATE # 3 June 29th, 2019

During the weeks of July 1 and July 8, C Johnson Construction will be installing pipe along Keesling, Redbark, Delphinium and part of Van Dee as they continue to do road bores further down Harbor Estates Road.

PLEASE BE SURE TO KEEP THE RIGHT-OF-WAY CLEAR DURING CONSTRUCTION ON YOUR STREET!

UPDATE # 2 June 21, 2019

Construction on our repiping project began the week of June 10. Crews have been excavating the access for bores at several intersections in the community where the distribution lines need to cross to the other side of the road. This work is expected to be complete by June 20. Over the next couple of weeks they’ll be installing conduit for the pipe under the roadways.

Installation of the new water lines could start as early as Thursday, June 20, and definitely by the week of June 24, beginning at the pump house and moving down the west side of Harbor Estates Road.

PLEASE MAKE SURE YOUR VEHICLES, TRAILERS AND OTHER OBSTACLES ARE REMOVED FROM THE RIGHT OF WAY DURING CONSTRUCTION IN YOUR AREA.

Update # 1  – June 4th, 2019

Construction on the Holmes Harbor Estates water distribution system replacement is expected to begin the second week in June. The contractor, C. Johnson Construction, is allowing 90 days for the project but expects that it will be completed more quickly.

There will be disruption from roadside work including trenching and placement of the new pipe. If your driveway is temporarily blocked, be assured that the work will be completed as quickly as possible and access will be restored by the end of each working day. Your water service will not be affected until all new pipe is in place and tested. At that time there will be temporary interruptions while the new pipe is connected to each meter.

Thank you for your patience while we improve your water system!
